No doubt some of it or most of it will be borne by the taxpayer. It should be illegal to run a dangerous adventure without ‘Fully Comprehensive’ Insurance. This would cover all the costs of such a rescue effort. If the Insurance premium was too high to afford, then the mission is too risky to continue. We hope that the space tourism industry is sorting this insurance before we have an extremely expensive search and rescue mission to the moon or its orbit.
